NATIONAL SECURITY ACTIVITY

Special Advisory Committee to
the Secretary of Defense

Following a brief discussion on America's military capabilities and the various threats to the United States, participants will assume roles as advisors to the Secretary of Defense.  These advisors will try to persuade the Secretary to adopt a defense budget that can be sent to the Congress for approval.  You will be divided into two groups; military advisors representing each of the services and special military programs, and civilian advisors representing the Secretary's closest policy advisors. 

In the first round, students acting as military advisors from each service will make a brief presentation to the civilian advisors in which they will advocate spending a certain percentage of the defense budget to support their recommended military programs needed to meet the threats they consider to be highest priority.  After presentations are made, the civilian advisors will discuss the presentations and provide a budget recommendation or options to the Secretary.  The Secretary, having heard the two rounds of discussion, will decide on the final budget.

The SLI staff will provide participants with assistance as they consider their presentations and recommendations. Recommendations will allocate resources in percentage terms to reflect differing views or priorities.  Funding Accounts to be included in the budget will be determined as a part of the general discussion of military threats at the outset of the class.  The debate will focus on what percentage of defense spending should be allocated to each funding account.
